Mastery-based learning, also known as proficiency-based or competency-based learning, is taking hold across the country. Vermont and Maine have passed laws requiring school districts to phase in the system.

 

New Hampshire is adopting it, too, and piloting a statewide method of assessment that would replace most standardized tests. Ten school districts in Illinois, including Chicago’s, are testing the approach. In 2015, the Idaho State Legislature approved 19 incubator programs to explore the practice.

Cyber security is no longer the sole responsibility of the technical people, or even the CIO.


Following the Target breach (where immense pressure was placed to replace most of the board members after the breach), and board members of Target and Wyndham Worldwide (hotel chain) face derivative lawsuit related to the data breaches. Recent survey reveal that nearly half (45%) of senior management acknowledge that the C-suite and senior leadership themselves are responsible for protecting their companies against cyber-attacks, and the U.S. Securities and Exchange Commission recently published a paper on the Role of the Boards of Directors in Overseeing Cyber-Risk Management, where it recommends:

Cyber-risk must be considered as part of the board’s overall risk oversight: “boards that choose to ignore, or minimize, the importance of cyber security oversight responsibility, do so at their own peril.

Boards should assess the corporation’s cyber security measures including corporate policies and annual budgets for privacy and IT security programs. And perhaps, more critically, highlights the significance of cyber-risk education for directors, ensuring that the board be at least adequately represented by members with a good understanding of information technology issues that pose risks to the company.

Das Web ist zwar weltweit - aber seine Anfänge liegen in den USA. Und deshalb hatten die USA bis zuletzt die Aufsicht über eine Kernfunktion: die Zuteilung von Namen und Adressen im Internet. Das ändert sich jetzt aber. Jan Bösche berichtet, warum.

 

Für das Internet bricht ein neues Zeitalter an. Es geht um das zentrale Telefonbuch, betrieben von der Organisation ICANN. Sie verknüpft Nummern mit Internetadressen und verwaltet die Endungen wie .com oder .org. Bislang machte sie das im Auftrag der US-Regierung, nun ist sie unabhängig.

 

Die US-Regierung arbeitet seit Jahren daran, ihren Einfluss auf das Internet zu reduzieren. Die Befürworter sagen, wenn sich Unternehmen, Verbände und Vereine um das Internet kümmern, garantiere das am besten seine Freiheit. Der US-Einfluss sei dabei hinderlich gewesen, so Strickling: "Leute, andere Regierungen nutzen diesen Vertrag als Argument: Wenn die USA das macht, wollen wir das auch."

 

Tim Berners-Lee widersprach Cruz. Er entwickelte das World Wide Web, einen wichtigen Bestandteil des Internet, so wie wir es heute kennen. Berners-Lee ist Brite, das WWW entwickelte er in Genf. Er sagte, dass Internet funktioniere nur, wenn die Welt sich auf einheitliche Standards einige. Und das sei am Besten in der Hand von Freiwilligen, Unternehmen und der Zivilgesellschaft.
