In the last decade in particular, the promotion, sharing and use of open educational resources (OER) have been growing exponentially. However, as with any new phenomenon or paradigm, our knowledge of OER’s ramifications and achievements to date necessarily lags behind actual developments. The concept of OER has multifaceted dimensions and implications. For educational institutions, the dimensions are legal, managerial, financial, technical, technological and pedagogical; for practising educators, at stake are ways of teaching that are normative, together with a sense of identity that is both personal and professional. It would be astonishing if research, which by its very nature must be clearly focussed, were able to keep abreast of all such aspects of OER.

In the spirit of my earlier post, "Scholar or Public Intellectual?," I'd like to explore the concept of what it might mean to be an "open scholar." The traditional scholar, like the scholarship he or she produces, isn't open--open-minded, hopefully, but not "open" in a public way.

Open Educational Resources (OER) are a relatively new phenomenon which is fast gaining academic credibility as well as the attention of policy makers on a global scale. With increased funding by governmental and non-governmental organisations paired with generous philanthropy, the volume of rich OER available freely to the masses has grown exponentially. As with any new academic movement, the initial challenge for the OER movement was to spread this new philosophy into mainstream academia whereby the use of OER in teaching and learning becomes accepted practice. With strong advocacy by Open Distance Learning (ODL) institutions buttressed by organisations such as the Commonwealth of Learning (COL) and UNESCO, OER is currently achieving this objective and is rapidly gaining acceptance as a credible source of knowledge in many an academic community.

I'm happy to hear that the South African Institute of Distance Education (SAIDE) will be extensively involved in the UNESCO World OER Congress, showcasing best practices in OER policies, initiatives and experts. They have done some excellent work in OER creation, reuse and policy/ strategy
There is a link to the Master Congress Programme for the UNESCO event from this blog post. It looks like a five-star lineup of speakers in the OER world - not to be missed - it will be livestreamed from09:00 (Paris time) on Wednesday 20 June and continue through to Friday 22 June.

It’s important to understand existing cultures before introducing new cultures. It’s easy for educational developers or OER specialists to lose touch or truly understand the needs and practices of its stakeholders. The role of open technologies in encouraging sharing and reuse of open content can only become a reality if the open technologies are being developed with and for the stakeholders involved. There cannot be one OER fix for all.
