Robin and Ann, in SOME areas, yes, I can see it. To Ann's point, particularly in ranking - rating - analysis paralysis older industries, I think the USA lags behind.

The best part about this is that people are sharing their knowledge and ideas without expecting any immediate return on their investment of time and resources. Instead, there is a sort of unwritten rule to “pay it forward” because someday soon you will be the one needing advice.

17. This article addresses the advantages of knowledge sharing online, particularly the power of social media and an online business model. By sharing our online knowledge and working together, we achieve the highest amount of growth and customer satisfaction. As the author explains, "We can ask questions of our Twitter followers and LinkedIn groups, or we can search blog posts and white papers for what we need and adapt it to our own projects, saving time and money in the process".

Often the complaint or stopping point in the development for community level competency training at the industry endorsed level ... "We can't check competency online!".
There are really plenty of options though, from "selfie" videos of presentation delivery or skill demonstration, web-conference with video, Skype, FaceTime, YouTube upload, viewing and selecting the correct/incorrect video from a list ... the simple fact that creating video for distribution/sharing is almost too easy - a simple Press Here to publish online sometimes - means there really shoudn't be any need not to progress the online competency assessment model.

It's important to keep in mind your audience and how the ideal prospect likes to consume content. Scientists or engineers for example my consume or respect different media than consumers of clothing or electronics.

My Thoughts: You can't teach someone how to learn. You can give them helpful tips and advice, but a single structure for education is not going to work for everyone. It's so much harder for people to learn their true potential, to reach their goals, when they're only shown a single path to them. You show them the path through the forest, but what if there's a rock face nearby that also leads up to where they want to go, and what if they happen to be a fantastic rock climber? It just makes more sense to show someone a map if you can, instead of directing them towards only one path.

“Learning is most effective when it’s personalised; it means something to the learner. That happens when people feel they are participants and investors in their own learning, shaping what and how they learn, and able to articulate its value to them.” — Leadbeater, Charles

Each school provides different education programs. This allows there to be much difference when people apply for jobs. The skills that students gain are more broad and different from other students. This depends upon what school they attended and what teachers were there.
